Is the boost valve upgrade sleave air tight on the outside?

I installed a boost valve sleave from Superior, and I'm thinking that the outside of the sleave isn't supposed to be air tight. Only the inside of the sleave is supposed to be air tight, right? I couldn't find any info on this.
