With my trusty Tech2, first look at fuel tank pressure @ KOEO - if not near zero, suspect either a blocked/stuck on vent solenoid or a skewed tank sensor. If OK, next see if the system's able to pull & maintain a vacuum through Tech2 purge/system seal command.... Login to read more.
