Gene,

Throttle angle is too high at idle if it's at .6 volt. On a Honda, it is imperative to be .40 v to .50 v and no more. With .6 volts at idle, this can cause anything from a rich condition at idle, to idle surging or too high or too low idle speed. Login to read more.
