How to test a GM IAC motor without a Noid light?

I have a 89 Grand Am with an uncontrolled idle, 2800 RPM. If you block the idle port it barely runs at about 500 RPM.

When I test one side if the stepper motor I get a constant switching voltage, at the other side I get a constant 12V from the PCM.
