Brad, I have actually done some measurements on the OTC spark gap tester.

At very low humidity its around 23 to 25 kV

At very high humidity I have seen it as low as 18kV - more normal arounf 19/20 kV

Normal OZ conditions I'd say - 20 to 25kV seems normal... Login to read more.
