Withouth really knowing.. I would expect the speedo head to source a voltage which the VSS would toggle to ground to generate a signal. Try connecting a testlight (Low wattage, like a snap on, or better yet, a logic probe) to B+, then touch tip to signal wire ... Login to read more.
