Sounds like either the throttle isn't closing all the way or the TPS is bad. The PCM is seeing the TPS above its "zero" point and thinks the throttle is open, so it keeps the idle high. Watch the TPS voltage before and after it starts -- the PCM uses the lowes... Login to read more.
