1996 Dodge Caravan ECM Replacement Requires DRB/Dealer Reprogram?

NetTechs:

I have a 1996 Dodge Caravan Sport 3.3L which needs a new ECM due to a shorted coil driver. (See tech D below.) Cranks/won't start. Fuel pump/pressure, injector trigger and ASD relay operation have all been checked/OK.
