I am looking for a second opinion before I order parts.

The fuel guage reads full at all times. The resistance on the sending unit should be 3 Ohms full, 33 Ohms half, and 110 Ohms empty. It actually has 20 Ohms full, 120 Ohms half, and 195 Ohms full.
