98 Saturn o2 sensor B1S1 0v at scanner. Tested OK w/Vantage @ Sensor & at ECM #14 (purple wire) ?? Tan wires #11&13 are good grounds.

PS There is a missing? connecter @ the PCM. I don't see a conn for it. Login to read more.
