Ford says to use a guage block, but you can do it pretty well with a volt meter. Measure voltage between center wire and ground at Key On closed idle. Voltage should be around 1.0V to 1.1V ( Ford Hotline ) and no more than 4.2 at WOT/High Idle. Login to read more.
