P0032 AFR/O2 Heater Control Circuit High B1S1

Got this Camry throwing P0032. I've done a lot of digging to get some diagnostic information and have come up rather short. This isn't intermittent. I clear codes, it comes back. I had replaced the sensor with no change. It is CA emissions, non CNG. No driveability issues.

Have battery voltage at the sensor connector and at the PCM of 12.5v KOEO and around 13.5 KOER. Got a scope on it and can see the PCM pulse it with an amp probe. Some of it looks good at first but when it goes to what looks like maintenance heating, it starts looking erratic. Like the driver is failing.

The amps start out around 10 pulsing for about a sec. Then solid pull for about 8 sec while the amps drop to 6 then start pulsing again. But stop about 5 sec after. Then starts the blocks of pulsing that isn't regular.

Some of the images I've found here I don't see that.

I'm thinking I've got a bad driver but I want to make sure I haven't missed anything.
