Saga of Fuse #5 99& newer LTD Police

We have a large number of 99 and newer LTD Police Interceptors in our fleet and have been getting a number of them in with the #5 fuse (15A) blown. This fuse shuts down the A/C (clutch control, the control head and heater still runs) and turn signals.
