Does scan data PID also show 2.68v for VREF? If the PID shows ~5V, and you're measuring 2.68v at the PCM connector, then I'd suspect the PCM.

Odds are, the problem is external of the PCM. Follow the other's suggestions and disconnect allLogin to read more.
