I would put a vac. gauge on it-it there's no cranking vac. look for bad cam timing,sticky or mis-adjusted valves,ect.-if there is [...] that plate ought to be getting pulled up-look for a torn boot,bad clamp or sticking plunger [...]-Peter Login to read more.
