I had this exact issue on our 2004 Mk 4 gasoline Jetta.

We bought the car at auction from VW leasing with 32k in 2007. VW had evidently gone through the car as it had new OE rotors and pads F/R. Brakes worked fine and lasted 'til over 100k.
