I think Mario Rojas had a case studio video on his YouTube channel for one of these. (Super Mario Diagnostics) It was a bad cluster. IIRC wipers default to ON when the TIPM gets no command message from the cluster. The wiper switch goes through SCCM to cluster... Login to read more.
