Pin 19 is the Fuel Pump Monitor circuit -- the ECM uses it to diagnose whether the fuel pump is energized or not (for diagnostic purposes ONLY, as far as I know). I don't think it means anything that there's a voltage there with the circuit disconnecte... Login to read more.
