I use the 3100 to write Toyota VIN's into used PCM's up to 2007 without issue. If yours won't write I suspect either the wrong/N.G. PCM, or your tool isn't working right. If you can type in the VIN but it won't install in the used PCM, I be thinking the PCM i... Login to read more.
