Water pump Test

I'm using Albin's Moore tip on Water Pump testing that states that a good Water Pump should have 15 to 20 psi @ 2500 rpm on the heater hose, but does not mention if there should be any pressure @ idle, I'm having 20 psi @2500 but 0 psi @ idle.
