2 tires vs 4 tires on an All Wheel Drive vehicle

I have heard people say that if you have an AWD vehicle and need a tire, you need 4 tires.

This older Volvo needs front tie-rods and 4 tires. But customer cannot afford all 4 tires, repairs and alignment right now.
