The Hondas of the 1990's would short to the heater circuit, voltage would go above 1 volt, never set a code and the EGR would not come on, the PCM would see voltage at 1 volt on the signal, ( even if it was over 1 volt) and interpret that as a rich condition..... Login to read more.
