Coolant temp sensor (ECT) tells the PCM the coolant temp. PCM controls the fan via Cooling Fan Relay. I would hook-up the scan tool, and see what the ECT reads in PCM data. If it seems correct, then I would turn the fans on and off manually, (with the scan too... Login to read more.
