the chugging could be due to the set up. you may need an analyzer and set up LBI (lean best idle) and work up from there.

when doing carbs (mostly dellorto's or webers on air cooled vw's) I end up with:

12.8@ 3200 rpm

13.4@ 3300 rpm

13.8@ 3500 rpm
