I'll bet it is vapor locking as you suspect. I chased my tail on one like that 25 years ago. The damn thing had 13 psi all day long. Idling or under a load. The problem was that the fuel pump would make 13 psi no matter what, but not a pound more. It was NEVER... Login to read more.
