A pair of 2.2K resistors in parallel, 1100 ohms passes 13mA at 12V and stays cool. Brings T15 down under 400mV when 2.7V open, which is plenty to fix this problem. Just for fun, left an "Easter Egg" time capsule under convolute tubing covering resistors, buried under TIPM wiring. note has circuit description and phone #. Doubtful anyone will ever find it, but will be a good laugh if they call.
