with an ex-valve not opening wouldn't you expect some kind of pressure peak,maybe even 2 peaks within 720 degrees?.

On the other hand if this is a cranking pattern then close to 9psi (15 inches of mercury) would be an awful lot of vacuum and I'd say... Login to read more.
