If the signal is a pull down type the PCM would see 5 volts if the wire was open. I would try and back probe the wire for the DPFE @ the PCM and run it to ground. If it still reads 5 volts on your scanner and you trust that tool its a bad PCM. If it now reads ... Login to read more.
