I could be wrong(am a LOT) ....but that LOOKS suspiciously like a NUT....inlay-ed INTO the deck...then ground/filed (poorly) down to deck height....maybe some demented tech went that route instead of a time-sert/helicoil type thread repair when a head bolt je... Login to read more.
