Yes, I've seen over 8600GVW of this era that were exempt from OBD-II.

If you're able to run KOEO and KOER you should get fault codes or 11 or 111 pass. To the best of my knowledge 2 digit codes means ECM will not give data, 3 digit codes means ECM will. Login to read more.
