If the 1 inch impact is in good working order and won't break the pinion nut loose, I suspect the problem is a pressure/volume issue with the air supply. Make sure to have 120 to 140 psi and at least a 1/2 inch ID air hose with a 3/4 inch pipe supply... Login to read more.
