Toyota spec is 1 qt. per 1200 miles. So if its under that, I dont think that tsb applies??? If it was me....I might put some top eng cleaner in each cylinder and let it soak overnight, maybe the oil rings are stuck up? It will be the cheapest fix if it works, ... Login to read more.
