Should O2 reference low be isolated from ground?

Hello everyone,

I was given the RO for this Lumina, recheck for MIL on. Scanning the car revealed a stored P0137-HO2 circuit low voltage sensor 2, and we had recently replaced the rear O2 sensor. Scan data showed the rear O2 sensor stuck at 4 millivolts.
