YES, A stuck or sticking vvt actuator can cause a misfire and remember that VVT controls valve overlap. So, I idle the valve over lap is greater than if it was at 2500 rpm. That explain your turbulence in the secondary at idle. I would suggest swapping the VV... Login to read more.
