Had a 04 Jetta in yesterday, BBW engine. we had 25psi with the old pump and 60psi with the new pump. Same DTC as you.

Change the fuel filter also, it is in the tank next to the pump. The pressure regulator is in the filter and is Marked 4.0 bar,
