Jonathan, I don't open Techstream. I go to the Toyota website pay the $55 then I as I recall I go to Diagnostics/Updates where I found the TSB, but when I clicked the link in the TSB I was directed to use the Mastertech 3100. I have one so it worked out. B... Login to read more.
