Yeah. You r manifold vaccum is too low according to the MAP V. A gauge would prolly show ~15" or so.

An easy way to check valve timing is to put it at TDC with the valve cover off. Check the rocker lash on #1 & #6. One of them should have a tiny bit of lash ... Login to read more.
