It sounds like the PCM is not controlling the throttle and it is resting in it's default spring loaded position.

On your scan tool under TAC data, can you view the PID's "Reduced Engine Power" and "TAC Motor"? If so, do they show active/inactive or enabled/d... Login to read more.
