Dexos or not to Dexos?

On page 6-17 of this 2011 Cadillac DTS Owners Manual I'm a little bit confused as to GM's engine oil policy. It says to use Dexos approved oil or equivalent if Dexos approved oil is not available.

It says API starburst and SAE 5W30 may be substituted.
