if it's a 1/4" bolt, then slip a 5/16 nut over it and weld it to the stuck bolt. While the weld is still hot, give it a vew taps with a small hammer. That will break the rust loose down in the cylinder block. Now you can gently turn the broken bolt out. Login to read more.
