The ignition module isn't "supplying voltage" to the ECM on the spark reference circuit. It's translating the crank sensor signal into a 0 - 5 volt square wave and sending it to the ECM. If you put a DVOM on a circuit that is rapidly switching from 0 to 5 volt... Login to read more.
