As mentioned, a strong impact. My plastic 1/2 impact... 1100lbs in reverse rated, usually pulls them. I have a 3/4 impact for the ones it won't.

I've also found that a little heat to the head of the bolt.... like from a propane torch gets them off easier too... Login to read more.
