I can tell you i just replaced a gear in a 00 dakota last week. You could turn the wheel 1/2 way around befor e the tires moved- at any speed or idle. Don't rule out the steering shaft- had a 01 crown vic police car with a binding u-joint in the shaft recently... Login to read more.
