Only Subie I've done with this problem was a much newer 2005 Legacy. It turned out to have an Evap code, and purge solenoid was sticking partially open. Could be sticking intermittently on yours. I'd ask the customer to stop by your shop BEFORE a fillup, temp... Login to read more.
