Hey Tim, in our state the OBD inspection site looks for a CEL KOEO as part of the pass/fail. I have seen bulbs burned out with no code set but I wouldn't be surprised if some manufacturers don't have a DTC for it. So I would say both and neither(ouch) Login to read more.
