False alarm. Human error. Sorry guys. Thomas O'Brien was right.

The suspect cable was not Volt drop tested properly. I misunderstood how he placed his test leads. The reading at the top end of the cable was 11.1 V as tested between negative battery terminal ... Login to read more.
