While your symptoms aren't fully aligned with this fault, I'm gunna suggest a quick test:

Pull the PCV valve outta the engine and seal the hole in the V/C. Pinch off or seal the crankcase breather hose. Then see if you build crankcase vacuum at the dipstick ... Login to read more.
