I don't know about Illinois requirements, but here in Texas, vehicles 01 and older may have up to 2 monitors not ready. (Usually Cat and Evap) But on 02 up to 06 at least, they require all but one set. I can't say what they want done for 07+. I haven't sent on... Login to read more.
