Not a Subaru expert, but just had an 07 Outback with an O2 sensor code that disabled traction control and cruise. I've seen Toyota's do it too.

Not sure of the logic for doing so, but fix your EVAP issue, and I bet the rest of the issues go away. Login to read more.
