I think the % just reflect the actual TPV. When PCM see TP volts up the idle goes up, I have a 2001 Malibu 3100 experience same situation, sometime idle up to 1500 RPM. TP % sit at 2% which should be 0% at idle. I took the throttle body out and clean it, spray... Login to read more.
